apart from the fact that orange man is definitely mentally disturbed - the DoD was for the longest time actually called DoW:

Mentaly disturbed, I would go along with that ;).
I would also think a bit of Buyers remorse is being felt in some of his base.
 
This time it has not been "officially" renamed, it is a co tittle as the President does not have the authority to change it.
It's called a "smoke screen " old circus trick.
